Tom Bowtell wins 2024 Memcom CEO Leadership Award

The judges noted, "Tom is a worthy winner, showing a breadth of competence across all areas. His approach to finance and governance has left the BCF financially secure but this "quiet revolution" was not just about processes but about creating a sound base for the delivery of more benefits to members. The BCF's retention rates (100%) and membership satisfaction are testament to the success of his approach. After 12 years as CEO Tom is still leading and inspiring his team and innovating for the future."

Transformational Leadership at BCF
Tom took the helm as CEO of the British Coatings Federation in 2012. Over the past 12 years, he has been instrumental in transforming BCF into one of the leading trade associations in the UK. Under his leadership, BCF has secured multiple accolades, including Best Trade Association of the Year (2023), Member Engagement, Publication of the Year, and more. His success post-COVID and Brexit has been particularly notable, steering the organisation through turbulent times while continuing to deliver outstanding services to its members and fostering a positive and innovative workplace environment for his team.

Financial stability and governance have been cornerstones of Tom’s leadership. In 2012, BCF's assets were around £400,000, but by the end of 2023, the organisation's reserves had grown to an impressive £2.3 million. This transformation included addressing the pensions legacy issue, acquiring premises as a revenue-generating fixed asset, and creating a financially secure foundation for launching new initiatives that benefit members. 

A Focus on Members and the Industry
A key driver of BCF’s success under Tom’s leadership has been its commitment to member benefits. BCF's membership continues to grow, with 140 Full (Manufacturer) members and 112 Associate (Supplier) members—each staying due to the clear, tangible support BCF provides. In 2023, Tom led the bolstering of BCF’s Regulatory Affairs team, ensuring that the federation remains proactive in shaping regulations and communicating key developments to members. This focus on core member services has resulted in consistently high satisfaction rates, with 96% membership satisfaction in 2023 and 100% renewal rates the previous year.

Tom’s leadership extends beyond the BCF, with his election as President of the World Coatings Council and Chair of the Alliance of Chemical Associations (ACA). He has also been pivotal in promoting the coatings sector within UK policy circles, launching the ‘Essential Coatings’ campaign to highlight the industry’s critical role in the economy.

Innovative and Sustainable Leadership
Tom’s forward-looking leadership is also evident in his dedication to sustainability. Under his guidance, BCF launched its sector-wide Net Zero Roadmap in 2023, providing members, especially SMEs, with practical tools to reduce carbon emissions. 

Another passion project for Tom is the PaintCare initiative, aimed at significantly increasing the reuse and remanufacturing of leftover paint by 2030. This ambitious scheme promises to revolutionise the sector’s environmental impact, and Tom’s personal dedication to the cause has already led to the framework's establishment and staffing.

Championing Diversity and Careers
In addition to environmental sustainability, Tom has championed diversity and inclusion. March 2024 saw the launch of BCF’s ED&I Charter, with over 30 companies signing as founder signatories. Furthermore, Tom has spearheaded a structured careers initiative, deploying over 50 Coatings Ambassadors to attract top talent to the sector and establishing the Coatings NextGen Council to engage young industry leaders.

Empowering a Strong Team
Tom’s leadership philosophy centres on empowering his team. He fosters a relaxed yet ambitious work culture, encouraging staff to take on leadership roles both within and outside of BCF. His commitment to staff development is evident in BCF’s Rising Star Award wins, including two young team members in recent years. Tom’s personal dedication to well-being extends beyond the office—an avid cyclist, he organises team bike rides and an annual charity event that raised over £20,000 last year.

A Lasting Legacy
If Tom Bowtell were to step down tomorrow, his legacy would be undeniable. He has led the BCF through a period of unprecedented growth and innovation, setting the stage for continued success. His transformative impact, commitment to sustainability, dedication to diversity, and ability to inspire both his team and the wider industry mark him as a true leader.
